Utah Dream Fund
Statewide Program

The Utah Dream Fund is a statewide initiative designed to expand access to homeownership for Utah residents earning up to 140% of Area Median Income (AMI).

Serving as a general fund available across the state, the program provides flexible shared appreciation mortgages (SAMs) that reduces upfront costs and lowers barriers to entry for qualified homebuyers.

By bridging affordability gaps, the program empowers working class families purchase homes sooner, build equity over time, and participate in long-term wealth creation, helping to strengthen housing stability and economic mobility across Utah.

Statewide Energy Efficient Green Sleeve Subprogram

Designed to accelerate the development and adoption of high-performance, sustainable housing, this subprogram supports homes that meet rigorous energy efficiency and electrification standards, delivering long-term cost savings, healthier living environments, and reduced environmental impact.

• Homes in this subprogram must meet the below criteria:

• Meet the U.S. Department of Energy Zero Energy Ready Home Program

• Receive a site-specific, verified HERS Index Score below 51 (confirmed through accredited inspection and performance testing)

• Be 100% all-electric with zero on-site emissions to improve indoor air quality and reduce emissions

Millcreek/South Salt Lake Subprogram

Promise Partnership Utah, supported by Utah's Promise and United Way of Salt Lake, is proud to align efforts with the Utah Dream Fund in South Salt Lake and Millcreek, two proof-point Promise Communities, to align partners, build trust with residents, use data to guide decisions, and sustain outcomes more effectively than isolated interventions.  

Homeownership within these two Promise Communities with coordinated education, workforce, health, and stability will support and reinforce successful ownership. Through access to wraparound services, households are supported beyond the transaction to sustain ownership, strengthen wellbeing, and remain stably engaged in work, school, and community life.

This subprogram is designed to expand homeownership opportunities for families purchasing in South Salt Lake and Millcreek, specifically within the following eligible ZIP codes:
